South Island New Zealand in January, although somewhere on the southern end of South America is a VERY close second. The thing about NZ is it is pretty easy to do it cheap - lots of hostels, Motels are reasonable, no language barrier (well almost none, the offer to give you a wake up call might surprise you). You will pretty likely not have a lot of 15 fish days, more like 5 or 6, but they'll be beauties. Lots of opportunities for backpacking in to real good water, and so on. Let's talk if you think you might want to go there.
