For streams, there are a few options for easy to wade or walk along banks. WF Carson in Hope Valley, EF Carson around Markellevile, Silver Fork American, in Kyburtz all have some sections with easy bank access and not too tough wading. The The upper Truckee also runs along the Highway 89 south, from Meyers, but not sure how good that is and there is lot of private homes along that river. There are a bunch of smaller streams, between South shore towards the south, off 89, 88 and 4, but take a bit of hiking in.
Not too familiar with still waters, but I have heard a lot of people like Indian Reservoir, near Markeleevile,. Don't think they have a lot of extras there. There is also Caples and Silver Lakes off 88, and I think those are more developed with marina, cabins, resort. I think there is also a pay to play pond near Heavenly Ski resort
