Ya probably already know this, but here's it is
Cabelra has some very nice "Starter" outfits, and for the price you can't do a whole lot better, cost wise.
Now the other hand, if I was fsihing the waters you mention I would want a reel with a very good drag, like a Teton. I would spend more on a good real and less on the rod if I had a limited budget. You can always upgrade a rod and use your first rod as a backup.
I am not familar with the Cabelra reel so I can say if the dragg is ok or not.
