How do I find the current flows for a particular river ?

The definitive source for real-time and historic flow information, including text, graphs, and maps, is the California Data Exchange Center. Every fly fisher should bookmark this site. If you would like to know if a river is fishable at a certain flow, your best source is to ask folks on the board. This is where their experience on fishing different conditions can be invaluable.

I keep hearing the terms PT, BHPT, and GRHE what is this ?

These are abbreviations for fly names. PT=Pheasant Tail, BHPT=Bead Head Pheasant Tail, GRHE=Gold Ribbed Hares Ear.

Legal Fishing Access and Property Rights

Yes, if the stream is "navigable" and if you can get to the stream without tresspassing (e.g., by accessing it at a bridge). All portions of the stream and streambed below the "normal" high-water marks are public property which cannot be restricted by private parties. A member of the board, Rich P, did some research on this and posted his findings. The The National Rivers Website is also an excellent resource regarding river rights.
